Increase Consortium member numbers to improve decision making and community representation

Description

This proposal is asking to increase the number of Consortium members to (a) improve the decision making process and (b) provide better representation of the community and its various perspectives.

Additionally, this will support moving towards increased decentralisation by reducing the voting power of the Consortium members.

Currently, there are 6 members on the Consortium. This is less than ideal for two reasons:

  • This is an even number - often decisions result in a lock (3v3) which means a decision cannot be reached in a timely manner and slows down things due to bureaucracy.

  • Each individual on the Consortium has just over 16% power. This is pretty high considering the broad spectrum of perspectives in the community

Proposal

Option 1 - increase the Consortium members number to 7 and run an election with campaigns and the community voting to elect this individual.

Option 2 - increase the Consortium members number to 9 and run elections with campaigns and the community voting to elect these individuals.

This will allow community representatives with specific expertise and skillsets to put themselves forward such as legal experts, economists, etc to help consult the community on making more informed decisions while also promoting decentralisation.

Protonvote, a tool created by Metallicus can potentially be used for the elections. This would be a good showcase of how it can support free and fair elections while also providing the community with the opportunity to get more involved and elect representatives they believe will ensure their voice is heard at Consortium level.

This would also reduce individual voting power on the Consortium somewhat while letting Metallicus still have a seat at the table as a key stakeholder.

The cost of not changing is continued delays in the decision making process and a more centralised setup that doesn’t contain a broad enough spectrum of members to cover the spectrum of perspectives in the community.
